What is Ayushman Bharat ?

Ayushman Bharat
,
also known as Pradhan Mantri Jan Arogya Yojana (PM-JAY), is a flagship healthcare scheme launched by the Government of India in September 2018. This ambitious healthcare program is aimed at providing financial protection and access to quality healthcare services to the vulnerable and economically disadvantaged sections of society in India. Ayushman Bharat has two main components:

1. Pradhan Mantri Jan Arogya Yojana (PM-JAY): Under this component, eligible families receive health insurance coverage for secondary and tertiary healthcare services. PM-JAY provides coverage of up to INR 5 lakh (approximately USD 6,700) per family per year for hospitalization expenses. It covers a wide range of medical treatments, surgeries, and procedures, including pre- and post-hospitalization expenses.

2. Health and Wellness Centers (HWCs): The second component of Ayushman Bharat aims to strengthen primary healthcare infrastructure in India. Under this initiative, the government is upgrading and transforming existing sub-centers and primary health centers into Health and Wellness Centers. These centers provide a range of essential healthcare services, including preventive, promotive, and basic curative services, free of cost to beneficiaries.

Ayushman Bharat is designed to benefit more than 100 million families (approximately 500 million individuals) across India, making it one of the largest government-sponsored healthcare programs globally. It seeks to reduce the financial burden of medical expenses on low-income households and improve the overall health and well-being of India's population.

The program is funded through a combination of contributions from the central government and individual state governments. State governments play a significant role in the implementation and management of Ayushman Bharat, as they have the flexibility to adapt the program to their specific healthcare needs and infrastructure.

Ayushman Bharat represents a significant step toward achieving Universal Health Coverage (UHC) in India by expanding healthcare access and reducing out-of-pocket healthcare expenditures for millions of citizens.

here are some additional details about Ayushman Bharat:

1. Eligibility: Ayushman Bharat is primarily targeted at economically vulnerable families in India. Eligibility is determined based on the Socio-Economic Caste Census (SECC) data, which identifies households falling under specific deprivation criteria. Priority is given to households with a higher degree of deprivation.

2. Beneficiary Identification: State governments play a crucial role in identifying eligible beneficiaries and issuing Ayushman Bharat cards to them. These cards are used to avail of healthcare services under the scheme.

3. Empanelled Hospitals: To ensure that beneficiaries have access to quality healthcare services, the program has a network of empanelled public and private hospitals. These hospitals are required to meet specific quality standards to participate in the scheme.

4. Portability: One notable feature of Ayushman Bharat is its portability. Beneficiaries can access healthcare services at any empanelled hospital, regardless of whether it is in their home state or another state. This is particularly beneficial for people who migrate for work or other reasons.

5. Cashless Transactions: Ayushman Bharat operates on a cashless model, meaning that beneficiaries do not need to pay for covered healthcare services at the time of treatment. The insurance coverage is provided directly to the empanelled hospital, reducing the financial burden on beneficiaries.

6. Fraud Control: The program has implemented robust fraud control mechanisms to prevent misuse and ensure that benefits reach the intended beneficiaries.

7. Information Technology: Ayushman Bharat relies heavily on information technology for beneficiary identification, claims processing, and monitoring. The program has a dedicated IT platform to manage these functions efficiently.

8. Impact: Ayushman Bharat has had a significant impact on increasing healthcare access for millions of people in India. It has helped reduce the financial strain on families during medical emergencies and has also led to an increase in hospital admissions and surgeries across the country.

9. Challenges: While Ayushman Bharat has made significant strides in expanding healthcare access, it also faces challenges such as ensuring the quality of care, preventing fraud, and addressing the shortage of healthcare infrastructure in certain areas.

Overall, Ayushman Bharat is a critical initiative aimed at improving healthcare outcomes and reducing poverty by providing financial protection against high healthcare expenses for the vulnerable population in India. It represents a major step toward achieving the goal of Universal Health Coverage in the country.
